When programming a 7 series device with the iMPACT tool, programming is reported as successful, but the device is unresponsive, and I see errors in the log file such as:

Is the device configured correctly?
This message is incorrect. The iMPACT tool is not detecting the configuration status correctly. Check the device status register to determine if the configuration has completed correctly.
To check the device status register:
1. Select the device in the Boundary Scan Window.
2. Go to Debug menu.
3. Read Device Status.
To determine what different values in the Status Register mean, see (Xilinx Answer 34909).
This issue will be resolved in Vivado 2013.1 for 7 series devices.
