I have Webtalk settings disabled, but when Vivado Simulator runs, it is still invoking Webtalk.

All Webtalk settings are disabled, both at installation time and via the settings in Vivado.
Why does this occur and how can this be avoided?
This is a known issue where the standalone Webtalk feature used by XSIM does not stay in sync with the config_webtalk Tcl command.
There is no work-around available in Vivado 2015.1 but a fix is planned for Vivado 2015.2.
